Gathered from magent's and re's rules files (cryptograss/magenta pull request #49, AGENTS.md) by magent, at Justin's request in the magent-self Mood, 2026-10-15 to 2026-10-19. Renamed from Cryptograss:Agents/Rules to General Orders by Justin's request, 2026-10-20; the paragraph on how the layers combine moved here from the bundler's code, so that no rule is written in Python.
